About the speakers

Stephen Pearson, Partner, Freeths LLP
Stephen is an expert in EU Procurement law, advising on the procurement aspects of many schemes, with over 30 years experience. He is a member of the Procurement Lawyers’ Association. He advises over 75 Local Authorities and Education bodies on issues including: choice of procedures, operation of the Competitive Dialogue, Competitive Procedure with Negotiation, contract variations, framework contracts, legal challenges, design competitions and other issues following the Public Contracts Regulations 2015. He has recently presented to local authority groups on the new Procurement Regulations, Shared Services, Asset disposal and the Localism Act 2011. He is recommended by the Legal 500 for Local Government, Social Housing and Education.

Chris Holwell, Partner, Freeths LLP
Chris specialises in construction and engineering procurement work acting for employers (in both public and private sectors), contractors, consultants, funders and sub-contractors. Darren Crocker, Director, Gleeds
Darren has worked with public sector clients in a wide variety of consultancy and project environments for over 20 years. During that time, he has become a trusted adviser to multiple public sector bodies on a diverse range of issues: from organisational and property strategy through to the delivery of change management, construction and operational/maintenance projects. Of late, Darren has supported the procurement of a range of collaborative public private partnership arrangements that seek to maximise the benefits of long term relationships and deliver better value for the public purse. Darren oversees a number of substantial frameworks within Gleeds and has spent a significant amount of time engaging with purchasers and client teams to understand how the benefits of such frameworks can be continuously improved to enhance outcomes for clients and communities alike.
